The National Energy Administration has issued a guideline on energy work in 2022

China’s total energy production will reach around 4.41 billion tons of standard coal, 200 million tons of crude oil and 214 billion cubic meters of natural gas, according to a notice issued by the National Energy Administration on March 29.We will ensure adequate electricity supply, with installed power capacity reaching about 2.6 billion kilowatts and generating capacity reaching about 9.07 trillion kilowatt hours. We will increase peak power generation capacity by over 80 million kilowatts, and the transmission capacity of electricity from the west to the east will reach about 290 million kilowatts.Steady progress was made in structural transformation.The share of coal consumption has been steadily declining, and the share of non-fossil energy in total energy consumption has increased to about 17.3 percent. About 180 billion kilowatt-hours of electricity has been replaced by new electricity, and wind and photovoltaic power generation accounts for about 12.2 percent of China’s total electricity consumption.It is clearly mentioned in the Guidelines that China will strengthen its capacity to ensure that coal, coal and electricity supply meet basic needs and resolutely achieve the set goals of bringing crude oil output back to 200 million tons by 2022 and steadily increasing natural gas output.Efforts will be made to stabilize and increase production of shale gas fields in the Sichuan Basin and promote the development of shale oil on a large scale as soon as possible.With the focus on coalbed methane industrial bases in the eastern margin of Qinshui Basin and Ordos Basin, the exploration and production capacity construction of coalbed methane resources will be accelerated to promote the comprehensive exploration and development of multi-gas in coal measure strata.We will steadily build strategic bases for converting coal to oil and gas.Actively promote the planning and construction of power transmission channels In combination with the planning and development of large-scale wind power photovoltaic bases in desert, gobi, desert and other areas as well as the development situation of power supply and demand, actively promote the preliminary work of trans-provincial and trans-regional power transmission channels that have been clearly planned, and promptly fulfill the approval formalities when conditions are available.We will speed up the construction of uHV passageways from Nanyang to Jingmen to Changsha, from Zhumadian to Wuhan, from Jingmen to Wuhan, from Baihetan to Jiangsu, and from Baihetan to Zhejiang.It is planned to build a new energy supply and consumption system based on large scenery bases, supported by clean, efficient, advanced and energy-saving coal power plants around them, and supported by stable, safe and reliable UHV transmission and transformation lines.We will improve the distribution of offshore wind power, carry out demonstration projects to build offshore wind power, and steadily promote the construction of offshore wind power bases.Actively promote the construction of water scenery complementary base.We promoted the early stage of hydropower development in the lower reaches of the Yarlung Zangbo River, completed and put into operation all units of the Baihetan and Lianghekou hydropower stations, accelerated the construction of the Mengdigou and Yangqu hydropower stations on the Yalong River, and pushed forward the approval of the Xulongshui hydropower station. The installed hydropower capacity reached 410 million kw.The fuqing 6, Hongyanhe 6, Fangchenggang 3 nuclear power units and the High-temperature gas-cooled Reactor demonstration project will be put into operation, and the approval and construction of new coastal nuclear power projects will be promoted in an active and orderly manner while ensuring safety.We will accelerate the development of “Internet Plus” charging facilities and improve the layout of charging networks.We will organize the implementation of the Pilot Program for Central Heating and Comprehensive Utilization of Nuclear Energy to promote the comprehensive utilization of nuclear energy.We will carry out demonstrations of hydrogen production from renewable energy in light of local conditions, and explore ways to develop and commercialize hydrogen technology.We will carry out demonstrations of geothermal power generation, support medium and high temperature geothermal power generation and dry hot rock power generation, and actively explore demonstration of solar thermal power generation as a supporting and regulating source.We will accelerate the demonstration of ethanol industry for cellulose and other non-food biofuels.We will steadily promote the diversified development and utilization of biomass energy.We will vigorously develop comprehensive energy services, and promote energy conservation, efficiency, cost reduction and carbon reduction.Improve the response ability of energy demand side Improve the tOU price and peak-valley price, support the diversified development of user-side energy storage, fully tap the potential of demand side, and guide power users to participate in virtual power plant, peak-valley shifting and demand response.Further optimize the orderly management measures of electricity consumption and natural gas to “protect the people”, strengthen the management of interruptible load, sort out business processes and standards, and accurately implement energy consumption management.We will work to improve the support system for energy innovation. We will launch an action plan to raise standards for peaking and neutralizing carbon emissions in the energy sector, and accelerate the establishment of a system of standards for peaking and neutralizing carbon emissions in the energy sector.A number of innovation platforms will be set up in six key areas, including new power systems, new energy storage, hydrogen and fuel cells, carbon capture, utilization and storage, digital and intelligent energy systems, and energy system security.We will optimize and rectify innovation platforms, and actively undertake the national task of innovation in energy science and technology.We will promote the development of a unified national electricity market system, and do a good job in the development of electricity markets in the southern Region, the Yangtze River Delta, and the Beijing-Tianjin-Hebei region.We will improve the market system that links medium – and long-term transactions, spot transactions and ancillary service transactions, and promote the transfer of spot electric power trials where conditions permit to long-term operation.We will actively promote direct transactions between distributed power generation and users nearby.Attached full text: 2022 energy work guidance on coordinating editor: Shi Jian | audit: li zhen | director: jun-wei wan
