Implementation Principles.– Provincial governments should assume overall responsibility, and urban people’s governments should assume primary responsibility.Under the unified leadership of the provincial government, the urban people’s government is the implementation subject and responsibility subject of the development of indemnificatory rental housing.– Adjusting measures to local conditions and matching supply with demand.The urban people’s governments shall develop low-income rental housing in accordance with the actual conditions of demand, land supply scale and stock housing resources.Changchun should make full use of supporting policies to develop indemnificatory rental housing;Other cities, after being included in the provincial plan, can develop affordable rental housing.– Government support and multi-party participation.We will adhere to the principle of “ownership by investment”. of Taxation of the Ministry of Finance of The People’s Republic of China) and other relevant provisions, the government shall enjoy preferential tax policies such as VALUE-ADDED tax and real estate be furnished with simple and environmentally friendly basic decoration and be ready for occupancy.We will encourage the construction of new government-subsidized rental housing projects in accordance
